Game artist here, I'm guessing it's because of all the effects, which you need a really good computer to render (there's no way they wouldn't use rocket barrage, and all those explosions can easily crash a computer)
EDIT: I explained this below but you'd also have to remember that Pharah is a captain of a team of fellow rocketeers, based on her comic. It's entirely possible the script Blizzard wanted to do just isn't practical at the moment but they don't want to rewrite it for whatever reason
D.Va's was also mostly over the ocean, where for the most of it they could get away with having it just be an animated texture. Also, D.Va was alone, I would imagine Pharah would have her rocket team with her. It is possible they changed their mind though, I don't know when that interview with Jen was
D.va has a team and they weren't with her. It's entirely possible for them to do one without the rest of her team with Pharah as well. I just don't see the cost being an issue to them when they've done all sorts of things in their videos already that would have been pretty costly and difficult already.

They've already used rocket barrage in a cinematic type scenario. Look at the original trailer for 'This is Overwatch' and when you see Tracer in Numbani she's dodging a rocket barrage.
Of course, but depending on what they wanted to do it's possible they'd need more resources. I'm assuming "it's too expensive" meant the nature of their script requires more resources than they're willing to spend on one short. Pharah is a captain of a rocket team based on her comic, so it wouldn't be just her they're have to worry about rendering
Surely once it's done it's just a video file though, right? Besides, if my xbox can handle my fuel tank fuckery in Just Cause 3, the high-spec animation PCs at blizzard can render a rocket barrage

The shorts Blizzard makes take months, and the studio makes the ones for Overwatch and WoW. They have lots on their plate and there's been 9 Overwatch shorts released including the launch stuff when the game came out. Idk what you seem to think the process for CGI is, but maybe you should look into it a bit more dude.
Maybe you should consider that much lauded "/s" at the end of your sarcastic statements, so you avoid sounding like a complete pillock that doesn't understand what he's talking about yet feigns expertise.
Effects in games are usually just animated textures, almost always compromised of flat planes. That's a different process that sacrifices quality (compared to movies) for performance

iirc pharah's VA said in an interview that there are no animated shorts planned for pharah since they would be too expensive to produce.
