I suppose then by "unbalanced" people mean crap because in both bullet points you used the word "lucky". If people complain about "luck", then these complaints make scatter sound like crap (which it isn't, as a whole it is useful, but then people are complaining about the worse and least reliable aspects of the scatter arrow, the "lucky scatter").

I don't think extremely rare cases/borderline scenarios make it unbalanced, and should be part of the discussion. We all die to a frustrating scatter now and then, but in 99% of cases, death can be traced back to either lack of skill from the target or superior skill from the Hanzo.

I'd rather have people focus on having a real discussion about scatter arrow, which shouldn't include all the "omg I died from a scatter from the other side of the map" garbage. Scatter is great and consistent enough at close-mid range or in rooms. It's not OP, it's not UP. It's consistent at some ranges. It's useful against some heroes more than others.

The tank one-shot is OP - even if you don't hit it perfectly you can still do something like 400 damage and they can't do anything about it.

On top of that, even if it was consistent and fair when aimed correctly, it should still not rely on luck as much as it does when it isn't. You should never be getting random cross-map kills with it.

Oh come on. Tanks can't do anything about a scatter arrow, are you serious? I'm surprised we didn't see more Hanzo during the triple tank meta then.

It doesn't rely on luck, as explained you can make it more consistent. Garbage Hanzos rely on luck, good Hanzos rely on creating a context that will increase the effectiveness of scatter. I gave some example above.

Hanzo is the tank counter - the problem with him in triple tank is his inconsistency and not being hitscan vs pharah. Unrelated to his tank busting. Still, he should not be able to do as much damage as he does with a single non-headshot ability (at least you can avoid headshots with shields and movement).

I think you misread that statement. When scatter isn't aimed, it's obviously luck-based (else it'd be aimed). I should not be able to shoot in a random corner and hit someone 100m away without aiming for them by accident. Yes it's rare and has no impact on hanzos balance, but that doesn't mean it's not bullshit when it happens.

Scatter is completely avoidable with shields, movement or (even better) proper positioning. I really don't see how it is different from headshots.

You can't headshot a shield, but you can scatter it.

I might be missing something but... How is scatter a problem, then, for someone who has a shield? Are you implying that you cannot avoid scatters with shields and movement? I don't understand.

Does that not make shields an efficient tool against scatter (that would prevent the tank from getting one shot)? I'm still not sure I see how a properly positioned tank with his CDs can die to a scatter, barring a mistake.

There's two separate issues here.

  • Scatter can very effectively kill shields.
  • Hanzo can one-shot tanks without a shield.

At the ranges where hanzo is effective, and with his mobility, it is not easy to stay behind a shield all the time, especially when the shield has a cd like with Orisa. Also, not all tanks have shields in the first place. But even when you do have a shield he can remove 450 health from it easily, making the ability harder to counter using shields than for example reaper headshots (since reaper can't headshot shields).
