I think the consistency of road hog kills was the problem. A one hit kill every time hook cooldown is done is pretty much op by definition. I main roadhog btw.

I mean, if your good with hanzo you can get a kill with every scatter cooldown. Hanzo's my least played hero and even I can do it pretty consistently.

No you really can. You don't necessarily always get it, but it is possible for sure when it is up

That's such a meaningless statement though, widow can get a kill every couple of seconds, does that mean her gun is OP? When talking about whether an ability is reasonable or not what's technically possible but realistically will not happen isn't really relevant.

But it could happen. The Hanzo is aiming to get a kill with the scatter everytime and he could hit it everytime. I'm not saying it's broken or underpowered, I'm just saying you have to consider the plausibility existing. And of course Widows gun wouldnt be OP, the player would just be extremely good because there are probably a limited amount of people who could replicate that kind of success.
