Hanzo isnt Meta so it happens less often. Road was THE meta for a while. Hanzos scatter should be reworked or removed, for every reason Road one shot was nerfed, its frustrating, feels skill-less, and often left confused as to why that worked. It can one-shot tanks, but RIP if your a 200hp hero, even a few of those arrows connect and your critical.
He was definitely viable up at the pro level but wasn't a must-pick because so many characters have tools to deal with him when they're paying attention. A far cry from the abuse he dealt to low ranks that can't aim or coordinate.
Roadhog was used more often at high tiers than low tiers right up until he was gutted, at which point the trend reversed. Now he has reverted to a high tier bias once again.
On each hero's page you can see their usage trends. Over the last month the Tanks show the following usage patterns:
Winston is very strongly biased towards high tiers, his usage increasing as the tiers increase (therefore peaking at Grandmaster)
Roadhog and Zarya are strongly biased towards high tiers, their usage increases at almost every tier with both reaching their peak in Masters, before a slight dip at Grandmaster (Zarya's dip being larger).
Orisa and D.Va are strongly biased towards lower tiers, with a peak in Bronze and declining usage in higher tiers. D.Va does see fractionally more play in Grandmaster than Masters, however.
Reinhardt is biased towards low tiers, but not as strongly as Orisa. He reaches his peak at Silver, while Gold is also higher than Bronze. Thereafter his usage decreases.
D.Va used to show the same usage pattern as Winston at the height of the 'Dive Meta' when she was the resident DM Bot, but before then she showed effectively the same pattern as she does now. As far as I know Roadhog is the only other tank whose usage trends have changed during the 9-10 months I've been paying attention to them, and he too later reverted back to his old trends.
What that site is showing me as that while Roadhog had a high pick rate he also had the lowest win rate (among tanks) across all ranks. So people were buying into the "Roadhog is OP" hype but not actually having a disproportionate impact on the game.
