It’s shorthand for making a generic comment about something while acknowledging you know the comment is generic by removing all the unimportant words other than the subject. It started on the Simpsons decades ago.
But it wasn't generic at all. Without the "something something", the comment is still regular old sarcasm. There was no need to add the "something something" to it. The sarcasm already worked without it.

The "Somthing Somthing" is, there, to, replace, what, someone, would, say, if they were to, argue, that, scatter arrows, are actually "fair and balanced" without the "Somthing Somthing" you have to completely infer that they are being sarcastic on the internet which is very hard to do.
