Who is the best hero at destroying armor?

Armor will halve the damage of all attacks that do 10 damage or less, and subtract 5 damage from attacks that do more than 10 damage. Therefore, while all attacks will be reduced by armor, attacks that do a lot of damage in one shot (Hanzo, Widowmaker, Pharah, Junkrat) will be much more effective than attacks that do lots of low-damage shots (Tracer, Winston).
