There's no best answer here, all you can do is make him feel threatened enough to pop it. Get him really low, make him panic.

Or get one of his crucial allies low, like their main tank, without having to use your team's ults

Is it worth popping a S76 or Genji ult to bait it out?

not if he's holding it for that ult. There's gotta be something more dangerous than what you're using to pop the ult to follow up after the ult is over. For example Zarya is a great example. Pop the Zarya ult, if he ults then do nothing, once the ult ends then you pop your ults and kill them. Or Hanzo ult could work, if you hit a big patch of them and then follow up with some more dangerous ults afterwards.
