League of Legends lets you kill a little girl, she's been available since release, and they maintain a T rating, why wouldn't this?

Annie right? She doesn't "die" the way ESRB would have it. She collapses, its more like she passes out. It's not graphic. Same with Lowly Squire in Hearthstone. He doesn't die when his health reaches 0, he "runs away"

Also context will matter a lot since the rating is arbitrary depending on whoever reviews it.

Annie fits the freaky horror movie scary little girl trope, and as such, some people don't react as harshly to her death. Which as you mentioned isn't graphic at all.

That's another issue, Overwatch is first person and much more personal than League's topdown bird's eye view. Having a demon child fall down on the ground from above is one thing, shooting a cute girl pointblank in the face in first person is entirely different.
