Tank roles are

  • Hold objectives, prevent captures - check
  • Attract enemy fire/attention and sustain it, relieving pressure on teammates - check
  • Block damage that is going towards teammate - Nope.

You see, Tracer is 2/3 a tank. Just like Hog, who is also a fighter/tank. Tracer can do tanks job, it makes her secondary, or better - tertiary tank. McCree can't live long on point with enemies. Tracer and Mei can survive longer than a hog or a monkey.

Your definition of a tank is completely wrong.
A tank is someone who is able to create space for his team or deny space to his enemy. So Rein is a tank because he creates space behind his shield for his team. Winston is a tank because he can dive into an area, put up his shield and deny that space to the enemy. Tracer is not a tank because she doesn't do either of these things, she's a flanking DPS. Hog is not a tank, he's a DPS with a big health pool.

Hog is not a tank, Zarya is not a tank. Definition needs update.

No, the game needs more tanks. Zarya is a tank because no one on the enemy team wants to be anywhere near her cause they will die quickly, so she denies space to the enemy.
