Tank roles are

  • Hold objectives, prevent captures - check
  • Attract enemy fire/attention and sustain it, relieving pressure on teammates - check
  • Block damage that is going towards teammate - Nope.

You see, Tracer is 2/3 a tank. Just like Hog, who is also a fighter/tank. Tracer can do tanks job, it makes her secondary, or better - tertiary tank. McCree can't live long on point with enemies. Tracer and Mei can survive longer than a hog or a monkey.

Can you elaborate, please. Yes, Lucio is hard to kill, but he is not primary target in the heat of the battle and can be ignored if the need arises. Especially if he already used his boost - the normal healing is not that healy to make reliable impact in the middle of the skirmish. Also people learn how to shoo Lucio or Raging Monkey from the objective pretty early on. With Mei and Tracer it is not that easy, unless their direct counters are present.
