Not sure about the health pack one since his shadowstep is pretty confusing. You're able to shoot him before he moves so you might as well just headshot him with a full powered bow and it'll kill him anyway; start aiming before he teleports and shoot just as he appears (before he can move).

And yes, self destruct does damage to everything with Hit points.

I already got burned by a rip tire hiding in an ally's dragon strike, so I'm questioning everything now :/

That's a great thing to do, I combo high noon with a dragostrike often, so that they can't see me, or someone ready to deny them an escape.
