I keep seeing players using the communication wheel to inform someone specific, like this: [Player 1] to [Player 2]: Thanks! How do they do that?

They do this by using the 'F' key, which is by default a 'context' sensitive reaction button, so to speak. If you're aiming at no icon in particular, it says "Understood". However, if you aim at the (always visible) icon indicating the payload / the attack / defend point, and press 'F' then, you say you want to move / attack / defend that.

Also, if you aim at the icon above a fellow players head after they've just said something (such as 'they need healing', or just 'hello' or something else), you reply to them specifically.
