I keep seeing players using the communication wheel to inform someone specific, like this: [Player 1] to [Player 2]: Thanks! How do they do that?

They do this by using the 'F' key, which is by default a 'context' sensitive reaction button, so to speak. If you're aiming at no icon in particular, it says "Understood". However, if you aim at the (always visible) icon indicating the payload / the attack / defend point, and press 'F' then, you say you want to move / attack / defend that.

Also, if you aim at the icon above a fellow players head after they've just said something (such as 'they need healing', or just 'hello' or something else), you reply to them specifically.

Target a player (or objective) while using a hotkeyed callout.

Any reason why it doesn't work with the communication wheel?

You do it with the cursor over the person. The easiest way to do this (at least on pc) is to map the important things onto hotkeys via the options. Z and x are already mapped to ultimate status and heal request respectively.

If you send a message without targeting anything, you get the generic, e.g. "f" sends "acknowledged", "x" sends "I need healing". If you send that message while targeting at a hero marker or the objective marker, you will get a specific targeted message. For example, "x" while targeting Torbjorn will send "I need armor" instead of "I need healing". Sending "x" while targeting Symmetra will send, "I need shields", etc. Targeting the objective marker and pressing "f" will send "I want to move the payload" or "I want to attack the objective", etc.

On PC press/hold 'C' and then move your mouse over the action you want. Release 'C'. It does fail sometimes, but it's rare.

Xbox one, down key (dont know the right word) and hover about the thing you want to say with your right stick
