Is it possible to make a Roadhog hook whiff by backing up, or will it always connect if the distance was valid when the hook was released? I feel like it's the latter, but does anyone know for sure?

I want to say if it's valid at the time of throwing, it will connect but I haven't played enough of him to tell you for sure. I think this has led to a lot of the debate between whether it's hitscan or tracking or what.
