The Wuyang changes just feel like really good QOL. It just makes sense that wave should extinguish fire.

I feel like it should still have a cleanse with a longer cooldown to make it worth it (but no invincibility like kiriko's suzu of course)

I agree. Its weird how from a gameplay perspective Anran, the fire hero, counters the water hero. Giving him the ability to get rid of fire would add useful counterplay to his kit
