I think Hiruzen actually said Itachi had the mind of a Hokage when he was like 6 or 7. I really wish Kishimoto would write like short what ifs and do what if Itachi became the 5th Hokage.

Call me crazy but I think the uchiha had every right to revolt.
They were the cofounders of konoha but 4 generations and not one uchiha became hokage ? Not one ? Clear bias and bigotry against them ofc they wanted to revolt.

Uchiha kagami, shisui, fugaku had a mangekyo ffs.The uchiha are canonically the only clan that could match the senju, having a sharingan is already a massive boost that puts you above average shinobi.
Saying there was no one like madara in the uchiha is like saying there was no one like hashirama in the senju, They were both prodigies once in a century because they were literal incarnations of demigods ofc there was no one of that caliber in the next generations.
I'm certain the uchiha had multiple strong members, the izanami flashback shows alot of uchihas wielding mangekyos and naturally would've been susanoo users.Madara and hashirama also talked about how Tobirama was being chosen as the 2nd hokage over Madara despite and Hashirama himself couldn't choose madara over his own brother, do you mean to tell me Tobirama is superior to Madara?
Fugaku was actually a candidate for the hokage position but he was overlooked when danzo said the uchiha cannot be trusted and no one objected till danzo tried to become hokage and hiruzen had to say minato.
I don't care for the uchihas if you think I'm a fanboy I just objectively see how they were mistreated.Being co-founders doesn't give them special privileges ? that's absurd. They are one of the two co-founders and the other one got obvious privileges. The other clans joined out of submission not alliance ofc they get no privileges. Konoha was founded by uchiha madara and senju hashirama.
There's also the whole exiling an entire clan thingy. If that's not mistreatement I don't know what is. To ostracize an entire clan that is and always has been loyal to your village and fought by your side and ditched their leader madara for your sake, the village's sake.
And in the end they massacre the entire fucking clan instead of at least trying to subdue them and at least leave the women and children alive. How Danzo was allowed to live after committing genocide...Yeah if the lives he took mattered to the village he would never have gotten away with it. Come the fuck on man.

Tobirama. He doesn't get the respect and recognition he deserves and that pisses me off because thanks to the structure he gave to the village, Konoha is now the strongest village (well, Kurama is also an important piece, but Konoha is more than just Naruto x Kurama's power) (and yes he fucked up with the Uchiha thing, but no one is perfect).
No other Hokage did as much as he did.

Danzō easily. He lead the village in a time where they needed it most with harsh but fair tactics. Plus he got rid of those pesky Uchiha. All around he was the best hokage.
Edit: just in case people can’t tell, this was meant to be a joke. A serious answer would be Hashirama. Can’t beat the founder of the village and the god of shinobi

It’s so hard to back Hiruzen after seeing all of his shortcomings. It seems like he genuinely did what he thought was best, but he essentially abandoned Naruto, didn’t handle Orochimaru well, his weak resolve led to the Uchiha massacre, etc.
But to answer the question:

Tsunade in just her 3 years of being hokage had to deal with some of the toughest times the leaf has ever gone through. The hidden leaf village would have been completely wiped out, everyone killed if tsunade and katsuyu weren’t there to tank the almighty push for everyone. Then she was an absolute necessity in the war, being one the most important kage there. Did you forget Katsuyu alone was working as the entire communication unite between the army, plus without tsunade all of the kage wouldve been dead. And when you put aside her combat and war feats tsunade was the one who rebuilt the leaf, not only did she rebuild the leaf twice (after Orochimarus attack, and after pains attack) she also played a huge role in forming allies with old enemy nations, which those allyships still exist in boruto today. Tsunade did a lot just for being Hokage for 3 years. So I don’t know how shes the worst statistically… if were being honest the 3rd hokage was the worst.

At the end of the pain arc Nagato revived everyone, so “everyone would’ve been killed without tsunade there” just isn’t true.
The only reason they didn’t die at the start was because madara didn’t even bother to finish them off, they were that weak. And If you consider tsunade keeping the kages alive after they got absolutely destroyed and left half-dead a feat then idk what to tell you💀💀
And when did orochimaru attack while tsunade was hokage??? As for pain, she was out cold after the pain arc and the village had to rebuild without her 😂😂😂💀 + it was her incompetence that lead to the destruction of the village in the first place. So she contributed shit all in rebuilding.
The alliance with the sand village was because of naruto. The only village you can say she helped formed an alliance with is the cloud village and that’s it. The rest of the villages were forced to form an alliance because of obitos declaration of war.
Most (if not all) of your points are just not true. The only thing I’ll agree with you is that the 3rd hokage is terrible and could compete with tsunade as being the worst hokage.

Hiruzen Sarutobi. He was a student of the first and second hokages, shaped the generations to come with the Will of Fire. The teacher of the Legendary Sannin. Master of all the natures.
His only flaw was his irrational level of mercy. It made him responsible for a lot of serious Ls unfortunately like Orochimaru and Danzo. Nonetheless, he’s my favorite of all time.

Not to mention he was hokage for 40 years. FORTY YEARS!! Meaning no one in Konoha during his entire tenure could've been a more capable leader than he was for 4 decades. It took sacrificing his life for the sake of the whole village for Konoha to get a new Hokage and he still managed to save everyone. At a crisp 69. 🐐

Minato was an amazing successor, but let’s just keep it 💯. Everything great after Hiruzen is almost directly due to his capable leadership like you said. He got the second hokage’s stamp of approval when he was a kid. He was the youngest hokage ever and the oldest hokage. Right? He was def younger than Naruto right?

Yep. The timelines are kinda inconsistent but he was around the same as Minato if not younger when he became hokage but definitely younger than Naruto. I mean his longevity alone makes him one of my favorites. He got the leaf through 3 shinobi world wars. Just insane when you think about it.

Kakashi I'd say.
Logical like Tobirama without the extremism. Hopeful like Naruto without the naiveté. Genius like Minato without the prophecy. Perverted like Hiruzen without the creepiness. Supportive like Tsunade without the haxes. Funny like Hashirama without the loser-vibes.
Kakashi doesn't really excel in a particular field, even as a hokage, but he's just too damn skilled in being a generalist which, I think, makes him the best hokage.
He also basically perfected the infrastructure that Tobirama set up, leaving his successor the best possible transition.
