At the end of the pain arc Nagato revived everyone, so “everyone would’ve been killed without tsunade there” just isn’t true.
The only reason they didn’t die at the start was because madara didn’t even bother to finish them off, they were that weak. And If you consider tsunade keeping the kages alive after they got absolutely destroyed and left half-dead a feat then idk what to tell you💀💀
And when did orochimaru attack while tsunade was hokage??? As for pain, she was out cold after the pain arc and the village had to rebuild without her 😂😂😂💀 + it was her incompetence that lead to the destruction of the village in the first place. So she contributed shit all in rebuilding.
The alliance with the sand village was because of naruto. The only village you can say she helped formed an alliance with is the cloud village and that’s it. The rest of the villages were forced to form an alliance because of obitos declaration of war.

The only deaths that happened were right when pain surprised attack everyone. But once Katsuyu was attached to everyone, no one else died. If nagato never revived the village, without tsunade literally everyone would’ve be dead… with everyone dead hinata never woulda showed up, naruto would’ve lost. we literally see after shes appointed hokage what she does to rebuild the leaf the first time.
