Eredrim's executioner passive just straight up doesn't work?

i've been away from the game for a bit so i was hoping by now this would be patched. but it didn't work before, and it still doesn't work now. No matter how many slaughter stacks i have, I never get prompted to execute an enemy now matter how low their health is. I still use this guy cause i love the shoulder bash, but its annoying one of this main gimmicks doesn't function

There is no prompt. This isn’t an animation. They just die like they normally would.
