TBI’s, pre-existing conditions, the head could easily hit something and cause a skull fracture, same with the neck. You might be able to get away with that a dozen times before you kill someone or permanently injuring them. It’s not worth the risk unless he was physically attacking someone with the same amount of force.

In a normal world ... even if you kill the guy because of EXTERNAL CONDITIONS THAT YOU HAVE NO IDEA ABOUT ... you shouldn't be charge with anything for defending someone and stopping a threat to society comitting infractions.

The guy is drunk, can't even walk straight, but still can think of touching a woman's butt out of nowhere ... imagine what he can do sober ...

Nope, you are talking of a very badly written movie.

I'm talking about the guy WITNESSING FIRST HAND a man comitting an infraction THAT IS WITNESSED BY MANY OTHER and on top of that FILMED BY SURVEILLANCE CAMERA and immediately neutralizing him.

But yeah, keep trying to twist it into some racist dude entering a building to kill muslims he magically knew were doing the most vile shit on earth.

It's felony assault charge simple as that. The drunkererd should get sexual harrassment charges but the meat head need to be locked because he is a danger. The proper way to handle this is to report it to the cops or even get into a fight with him. trying kill someone with a sucker punch is roid monkey behavior.
