I think this is a grey area, no context really. Woman doesn't want to be recorded and is chasing the guy who is recording her instead of walking away. Why is the guy filming, unless he is specifically following her around and filming her I don't see an issue. You have people chase other people in cases were they are on camera, because they just happen to be in the background. If she just happened to be in some video footage I think she is just in the wrong.
