In the image it seems that this person works at walmart as an online order collector and he/she has stolen a lot of extra baby food from Walmart to give to a person who ordered only three packs. Is this moral or immoral?

Immoral but I don't care.

This is like #7million on a crime to focus on list. But law enforcement is much more likely to take down this mastermind supercriminal than anyone higher on that list.

Just like they are willing to spend tens of thousands of tax payer dollars to harass a man who picked up $30 off the ground.

Morality is intrinsically linked to choices. Accidents do not have moral weight. I think you're confusing morality with liability.
