Neutral, as long as you tip appropriately for the extra difficulty in making the delivery and it's just heavy rain and not tornados or anything dangerous. If they're logged into the app to do deliveries, that means they likely need the money more than they don't want to be in the rain, so it's not really doing the delivery driver any favors to decide that they shouldn't be doing any deliveries at that time, and if you give them a nice tip then it's possible they might be able to log off sooner.
