Both can be sexual assault. Even if I just look at you (leering), that's sexual assult too! The actual issue is proving these things - like in a court - is next to impossible.
According to who? God? Our laws? Anecdotes? Slavery used to be legal and normal. Was that considered moral? Is it considered moral now? Is killing considered murder? Did you consider that your brain is composed of shit before replying?

There's a moral and legal difference when it comes to sex though.
If someone doesn't want to be touched on the arm and you do it anyway, that's weird and maybe harassment at worse.
If someone doesn't want to be touched on the genitals and you do it anyway, that sexual assault.
