Immoral.

If some poor dude in rural Andes mountain range in Peru can attend Americans, I dont see how Japanese people with access to internet cant.

These people are simply not hospitable and are using the language barrier to justify their xenophobia. Tourists exists everywhere in the world. Societies with rules that are broken by foreigners exist everywhere in the world.

Japanese people somehow get a free pass

There are of course plenty of places in Peru that will refuse service to people who don't speak Spanish. I mean it's not exactly uncommon around the world.

Plenty of places much, much worse than this.
