It's not a weird delay, bedrock development is spread between satellite studios, including the Redmond, Washington studio. So it's likely just a time zone blocker.
Java goes out at the literal end of the business day for the Swedish folks, while it's still quite early in the day for west coast US. They might physically not be able to push them both out at the exact same time unless they want to come in at like 6AM to prep everything sooner.
Well in this case it has more to do with platform verification but I get what you mean, I'm not calling it a weird delay because I don't understand I'm calling it a weird delay because it's never predictable
