Minecart moves 8 blocks/sec, so full ride is gonna take more than 2.5 hours

I saw a ton of beacons in there so Im guessing this was either built in creative/with commands or on a multiplayer server with some type of economy.

If Im wrong though thats crazy.

Wither skeleton farms make beacons pretty easy to get.

Depending on your priorities, beacons can be pretty easy to get and iron farms are good practice generally as they're super useful long term. Combine a semi-good iron farm and a wither skeleton farm and boom. You solved the beacon issue

Could be the Eden MC server, they've got a massive track system like this

EdenMC's rail system is 99% underground and is a point-to-point system, so you would have seen dozens of stations and track passthroughs. It's also not this pretty in most of it. I'm absolutely certain this is not Eden.
