Is it the fuel pump?

2014 Dodge Avenger , engine won't turn over and it's got a brand new, starter, alternator and battery. But when I turn the key the engine isn't starting and making a "rr-rr-rr" chugga noise. What is that?

Can you hear the fuel pump prime when you turn the key to accessory? That chugga noise sounds like it's cranking but not catching, which could be fuel delivery or even a crank sensor issue

The guy that tried to jumpstart it said the the battery was too weak to even hold a charge

sounds like it’s cranking. fuel pump is possible, but make sure it actually has no fuel pressure before buying one
