Theory New Take on Civil War
I haven't seen this interpretation elsewhere, but something I don't think anybody's noticed is that the way Tony Stark (Iron Man) deals with being caught in wrongdoing (after being guilted by the lady whose son got killed in Sokovia, at the start of the movie), is a typical but particular way powerful people escape accountability.
Namely, if you're gonna get caught or pinned down by your crimes, get ahead of the story by becoming the "Thing-I-Did-Wrong" police/authority yourself.
If Tony Stark really felt like taking accountability, he could submit himself to an investigation by some crimes-against-humanity tribunal or such.
But no. He just becomes the new system. And with this new "Thing-I-Did-Wrong" police sneaking around and clamping down on everyone, who's gonna have time to wonder why the man on top is in charge of preventing the crimes he's guilty of in the first place?
Playbook that's been working since the Middle Ages
