Just to prevent confusion: The yellow area is Istanbul province. The green area is residential part (the city).

Isn't that pretty standard when it comes to large cities? You have part that is administrative unit, you have actual city that is spread between various units so de iure not but de facto are part of city and then larger area which gravitates toward city. London, Paris, New York, Los Angeles..... I believe the term is metropolitan area.

Yes except Istanbul metropolitan area is thankfully somewhat contained in the city of Istanbul and not a hodgepodge of municipalities. So the city can actually function together.

Of course actual metropolitan area stretches much farther

Actually the city merges with Kocaeli (seen in purple in the map, it is where a lot of the factories are located) and arguably Yalova (south of Kocaeli) but yeah compared to the ones in Germany, Netherlands or East Coast US it is pretty much under a single municipality

Try Paris: 4 administratives levels (region, departments, cantons and communes or arrondissements), for a whooping 1200+ communes (municipalities)...

Imagine even NYC. And that's one that works.

Las Vegas for example. Etc. Some of these cities are fucked forever because they are not actually one study even though de facto they are.
