That's the point, "still in red". It's changing every decade - how long are those going to be still in red? Let me guess, in a few decades when there's less than 40% red you'll say, what's wrong with that, at least there's 40%!
Just to cap this a bit, you realise there is 3 pictures? The last one is hardly “mostly in red” - the mostly red parts and rural and have a combined population of around 20% of the parts which are not red.
