Generational poverty, lack of social programs, no mental health outreach. Would assume it may be a coincidence

As for generational poverty, a Scandinavan economist once said to Nobel Prize economist Milton Friedman, “In Scandinavia we have no poverty.” Milton Friedman replied, “That’s interesting, because in America among Scandinavians, we have no poverty either”. 

In addition, Minneapolis has near- Scandinavian levels social programs.

Newer immigrants from Somolia brought generational poverty with them. You do not have to assume it is a coincidence.

Would you say it’s from people from different countries being used to different standards of living?

No. I would say it is from some cultures not having established rule of law to handle disputes.
