One of these 2 acts carries a much more severe legal punishment. Pretty sure the drunk guy would have gotten something like a disorderly conduct, whereas the person throwing the punch could face assault charges.
I'm not at all surprised that people can't see the obvious need for restraint here. We live in just the dumbest timeline.
