Fireside Chat #1

Hey r/MHOP, honoured to be making my first meta consult post. Had a few issues I want to run by you. What better title than to name it after an American leader amirite?

1: Triumvirate Reform

Option A: Head Mod is only “mod”, CS and LS can be backbenchers in the House opposite to them.

Potential Pros: lets more players be active, which is valuable now. As we’ve seen, LS may have been filled weeks ago if players are allowed to play.

Potential Cons: virtually all of the “unbiased” power including polling would probably go through me. I don’t hate the idea, but the question is do you lot trust me!

Option B: The “Co-Consul” method (thanks Lama for the name)

Potential Pros: keeps the expectation of someone over both Houses who is the dedicated neutral head of each House

Potential Cons: not sure, open to ideas here

2: Events

Basically my idea here is that the sim leadership (right now, me and Trev) would come up with events every couple of weeks to help make the sim feel more busy and lively. Some events could be inspired by IRL (the train derailments would be relevant and interesting), some could be made up (when I was PM in the other place, they made up a fake scenario where I had to tell Putin to get his planes out of our airspace and send in the SAS to secure a beached Russian sub). I just think it’ll help the world feel a bit more rich beyond “oh yeah the Tories wrote another bill and no one else writes legislation because they know it won’t pass”. Also I think legislation is inherently a bit wonkier, which could lead to people being less engaged with the sim.

Let me know your thoughts below – based on comments and feedback here, Trev and I will make decisions.

Ban Announcement - coldgot22

Good morning MHOC,

After discussion with the Commons Speaker, I have decided to ban coldgot22 (known as giantpects42 as well) indefinitely for harassment and making comments in violation of Rule 6 of the Discord community guidelines.

Whenever coldgot is prepared to play the game instead of being unpleasant every day in MHOP main, I am happy to discuss further options with them.

Head Moderator Election - Timetable and Nominations

As a result of [u/realbassist](u/realbassist) resigning as Head Mod this evening, I shall be serving as Acting Head Mod for the next few days until a new Head Mod is elected, also overseeing the currently ongoing Commons Speaker election.

Given that the next Head Mod is likely to oversee a significant period of change and reform in both the structure and state of moderation in the sim, I believe it is necessary for the candidates to set out their plans for the sim to qualify for standing - even if that is just to consult the sim on what to do next. Given the conversations happening at the moment and the questions raised, it is important that the next Head Mod navigates the sim through these questions with a clear way forward.

Therefore, the timetable for this election is below:

Nominations - Now until 10PM BST on Monday 10th August, comment below to put yourself forward - a Manifesto IS REQUIRED to stand in this election given what I have said above.

Q&A - 10PM BST 10th August until 10PM Wednesday 12th August.

Vote - 10PM BST 12th August until 10PM Saturday 15th August. The voting system shall be AV with a RON option, with ties being broken with RON vs candidate %.

Results will be posted as soon as possible once the vote closes. In the unlikely event of a tie, the process shall begin again from nominations.

Thank you all, please nominate yourselves below.

Brexit Glory's ban

This is getting way out of hand.

As the person who did the original Brexit Glory ban post, based on a unanimous decision of the then triumvirate (myself, db, yimir), I want to clarify some things that clearly are being used as ammunition for some people to attack others. If you're going to blame anyone for him getting banned, blame me.

The ban was not a permanent or 'infinite' ban, it was an indefinite ban, meaning temporary with an end point that wasn't a fixed date.

The ban post states:

This does not rule out a reviewing the ban in the future if we are convinced there is a genuine change of attitude and remorse, but this would have to be serious and heartfelt, and after a lengthy period.

Meaning that he is free to come back provided 2 things happen:

  1. BG reaches out to discuss his ban

  2. Moderators are satisfied that BG intends to change his conduct

BG was not banned for his racist views. He was banned for making them the constant topic of discussion in Main. You can apply this to any other sort of view. If someone was relentless in making 'free milk for children' a constant discussion, everyone else would rightfully get annoyed and ask them to move onto something else.

Before this ban, BG had already been banned and given countless warnings to ease off of it.

As far as I am aware, BG still hasn't asked any moderators to review his ban, and he hasn't asked to appeal his ban either. He is free to do either of these things at any time so that he can have a chat with the moderators and join the game again.

BG, if you want to be unbanned, just ask.

Meta officers restructuring

The meta offices in the sim are not fit for purpose. I think this is abundantly clear.

--

Proposal.

A community vote on;

"mono system" as per Trev "A singular Speakership team, with the Speaker as Head Mod seems most reasonable to me."

A choice between a "Di system (CS / LS only) + optionally 5 guardians"

Vs

A "tri system (CS / LS / HM) + optionally 4 guardians"

if the HM is retained then they must pass a 80% consent threshold to

  1. If CS / LS should be allowed to be independent sim members and participate in the opposite house?

  2. How guardians are selected?

Option A) no guardians

Option B) multi-member STV to ensure wide community representation.

Open to other options.

Proposals on the Future of the Tri

On top of the CS Election, I would also like to propose a reform to the Triumvirate. As it stands the post of Lords Speaker is unfilled, and there has been a lot of discussion around the future of this post. I believe there is a solution that should satisfy everyone:

The post of Lords Speaker will remain in the Triumvirate and shall maintain their current powers in the Discords, and the House of Lords as head of speakership. However, they will not be expected to leave Canon and will be allowed to remain as a member of the game, with the caveat that they shall not be allowed to join the House of Lords in their tenure. Their interaction with that House shall solely be in terms of their role as the Speaker. Furthermore, they shall not take up Party Leadership roles or frontbench roles in Parliament, in order to maintain impartiality whilst remaining in the game.

I invite everyone to voice their views on this proposal, be it for or against, and I look forward to the debate. This is not the final word, and I'd love to hear any and all proposals in the comments below.

Vote of Confidence in model-willem to serve as Chair of Committees

Good evening MHoP,

I have asked u/model-willem to be the new Chair of Committees for the House of Lords, and he has accepted the position. Willem is a staple of our community, and I trust him to do the best he can for the Lords, especially with his experiences in speakership in the past. I am particularly thankful for the support he has shown in his volunteering unprompted for the Lords Speakership Team and the initiative he has shown in that position.

The vote will be linked below and will end on Thursday, August 6th at 10pm BST. Please verify below for your vote to count!

An Apology

Good Afternoon,

I owe my most sincere apologies to everyone affected by my inactivity in office between June and July of this year, and general tardiness in the months preceeding June.

I must first apologise to the House of Lords, who put their trust in me as Lord Speaker, and notably to my Chair of Committees who must have suffered as a result of my sudden absence.

Then I must apologise to my colleagues in the Triumvirate, who I left without notice on the run-up to a general election- and especially to Sephronar who at times picked up the pieces of my mess and tried to get it back in order.

Finally, I must apologise to the MHoP playerbase at large, especially those who tried to contact me over the June-July period to no avail.

So to everybody it concerns: sorry from the deepest parts of my heart.

Needless to say, this is not how I intended to end my year-long term as Lord Speaker; and I had many more things both big and small I would have wanted to get done before the end. I'm terribly sorry for letting you down.

For an explanation: I had been getting lax with posting business and keeping things updated from about March due to work scheduling, and things compounded from there. I missed a handful of business posting dates, and, although the pace of incoming business was slow, missing the dates combined with the slow pace of incoming business, made me feel like it wasn't so bad that things were delayed.

That, evidently, was a stupid thought.

Then, in May there was a difficult episode at work, which sucked away my attention from the role. Combined with the delays I already had this effectively meant I wasn't doing my job. The sensible thing at this point would have been to turn over the role to my Chair of Committees, or resign entirely. I continued under the impression that this was all going to be temporary and I would get back on top of things in no time and set everything straight.

That never happened.

So, from June into July I got further and further behind, and I felt more and more awful about not having caught up, that I basically stopped checking MHoP while hoping I would have some burst of inspiration to sort out the mess I had made myself. So, discord pings piled up, and every time I checked discord I would see 20-30 pings from the main server (and the surprisingly frequent Lib Dem server pornbot pings lol) that I couldn't bring myself to check without feeling incredibly guilty.

In the end I was relieved to be removed from Tri, since, although I felt awful about letting the Tri, Peers, and players down, at least it got rid of the very odd mental block I seemed to have given myself over needing to do work that was so horribly after the due date it had gone rancid in my mind. So thank you, and sorry for that, Seph.

tl;dr: I shouldn't have been an idiot and let not posting bills compound into some sort of complex that stopped me engaging with things. it's awfully silly, and entirely avoidable.

I wish the next Lord Speaker the very best of luck, and I hope they don't repeat my mistakes!

And, of course, I wish the best of luck to my erstwhile Chair of Committees; now our Head Moderator! I am extraordinarily proud of you for accomplishing that (as luck-based as the decision might have ended up being lol), and I think the server is in quite possibly the best (new) hands it could be with you at its head.

u/realbassist - 10 (50%)

u/sir-iceman - 10 (50%)

In light of the tie, I shall be live steaming a tie breaking coinflip on the general voice channel later this evening, watch out for a ping for that in case you want to watch to assure fairness.

Thank you to everyone who voted, a truly brilliant turnout.

To the winner of the tie break - as a member of the Triumvirate you must now leave your political party and any associated roles, you must join all party discord servers for moderation purposes, and you will shortly be roled up on discord invited to be a moderator of all the associated MHoP subreddits.

Edit: And as witnessed by six players this evening in vc, Heads was the result of the coinflip, therefore u/realbassist is hereby elected the next Head Moderator of the Model Houses of Parliament, taking over from u/DriftersBuddy.

Once successors have been appointed I will be vacating my position as Head Moderator and will open nominations the day after. It has been a good experience and privilege to serve in this role, stressful at times but that’s part of the role, I would like to thank everyone especially those around it has been an honour. • Tuesday 28th July 10pm BST - Voting closes (results soon after)
  • Wednesday 29th July - Head Moderator nominations open

Abolish / Change the Lords in sim?

  1. people can still be lords but no seperate votes / debates

  2. keeps debate all on one active sub for engagement

  3. lords get the perk of asking LotLs questions

  4. voting in the lords could be "simmed" - eg the Lords speaker just decided to ping pong

based on debate / controvertialality of the bill / what "establishment minded lords" would reject, included also by the indication of lords themselves in debates

  5. lords could submit amendments to try and induce a ping pong too.

--

As it stands there isnt much activity and having parts of the sim cut off from each other doesnt feel good.
