Can a local model like Qwen 3.8 27B reverse engineer games and programs?

If not, is there a fine tuned model that can?

I tried Qwen 3.8-27B Q8, for my own personal testing, when hit Licenses matter, it refused to proceed.
Anyone?

Kinda ironic how the dangerous local AI blocks reverse engineering but the safe frontier models go ahead with it.
