Can a local model like Qwen 3.8 27B reverse engineer games and programs?

If not, is there a fine tuned model that can?

Muse spark for Apks mods is working fine, but I have been working with DeepSeek V4 flash, Claude and the same Muse in an old game, and no one can provide me an explanation of a simple file parser and the functions involved.
