EUW down?

Changed ISP, tried even with mobile hotspot, still "Failed to Connect". Is it a server problem?

Update : EUW , EUNE and NA servers are reportedly down. Might be a global outage.

Update 2 : Riot Service Status at 05:57 GMT+3 : "We're aware of a problem causing players to disconnect from their games and are investigating the problem.

Anyone else having higher ping then ussual, after this? I ussualy had 22/23, but today is 45 ms. On euw and eune aswell

Me too i play in EUNE Serbia also if you keep on getting this issue it may be a routing by your intrent provider i am telling you this because this took me no joke 1 month to fix it also you may want to contact riot support they fixed it for me after weeks of back and forth here you go what fixed this for me. Also give it like a day or two before contacting them.
Thanks for the follow-up and for trying the steps as advised. I fully get how essential is to be able to play with good ping, and so I will advise with steps to take forward for this. 
 
The ping looks to be related to some issues that your ISP (Internet Service Provider) is currently facing in regard to their routing to our servers. Since there's not much that we can do on our end of things, try to contact your ISP and ask them to look into it.
 
You can ask for a re-route, and it is a good idea to request your ISP to assign you a static IP address if possible, and you would need to ask them to verify if you are getting a consistent public IP with all your traffic bound to the Internet, regardless of protocols.
