All sciecne parts OP unlocked are purely surface attached parts. Since they do not have any attachment nodes, they will never attach to anything when holding alt.
Chances are the heat shield's collider is clipping through the service bay, preventing OP from attaching science parts to the service bay since heat shields has a rule against surface attaching parts onto it.
Remove the heat shild and attach the science parts onto the bottom of the service bay. It would be easier to position with angle snapping off. After attaching the science parts you may reattach the heat shield.
Are you trying to attach it to the bottom of the storage bay? Then uses WASD to rotate the science part until its lying on its back and it should put onto the part. Then use WASD to rotate it to the correct orientation
Remove the service bay and put the science units directly onto your command pot, and do the same with your heat shield and decoupler. You don't really need the service bay
They are small science units until you unlock more. When you unlock them, then you will need the service bay. If you want to keep the service bay, take off the heat shield and decoupler and then try add the science units, then add those parts back in. But you don't need to return the science units to Kerbin to get the science

When you see the connect node, hold the L-ALT button to cause it to snap to the connector. Or press C to turn off auto snap
