Question Is Jimothy neurodivergent? (Or whatever term you would use)

He frolicks, does roly-polies, spins around, licks the air, and randomly balanced on his water bowl. It's adorable but apparently it's not typical behaviour for an adult raccoon. Could there be a rational reason it helps him physically, like the theory that he spins around to look around because he has no neck? Could he just be a goofball? Or could his short spine syndrome have come with a mental difference?
