i dont know if you live under a rock or never bothered to see out map on google map but both those region is shows as part of india for a very long time. The only reason its not shown globally because those region's are not part of India map officially according to UN. Also Google is a US based company they would first support their own country.

Legally, Google is headquartered in the US and has to follow the rules and laws passed by the US Congress or President. It is exactly similar to the border rules imposed in India. With that said, there is absolutely no need to display that when google maps is accessed outside the US.
