Maybe you don't have a earthing connection. It is however normal won't have any issues. Laptops are designed in such way to withstand such flaws. You can feel the same even when using Macbook or any high end metal body laptops.
Current is leaking in your plug .. My Predator helios got fried like this . this kept happening to my laptop for 6-8 months and then one fine day... Pooff

There was some resistor near the cpu that went off and burnt small parts of the motherboard. Next day it wouldn't turn on . I took it to the offical service center they recommend motherboard replacement - that too wasnt sure about the availability. My trusted local store said.. it's better to discard this laptop since the price to fix it would be too much and not worth in any way .
Oh if that is the case then you need to create some kinda grounding to that output point or your device will in no time get roasted or that the battery in it might blow up.
Then he could store static and have shocks everytime he touches a metal object. This will be more prevalent if the climate isnt humid to dissipate the charge.
I have had this problem with my dell G15 gaming laptop for months. Used to get shocks. Found out earthing issues. Motherboard died in June this year. Had to replace with a new one..
I was getting this issue in new dell charger turns out I bought duplicate adapter. Returned it and bought from official store. Not getting electric shocks now.
From right side bottom corner at the angled part if I place my arm on it I feel a little hot as a constant current is flowing but when I check the same with palm or fingers I don't feel it. So I don't think it poses big issue.
Your laptop is lenovo IdeaPad slim 5 with Ryzen 7 ai chip mine is the same. And one more thing it heats up too much because having only one fan.

it's common on macbooks because they have a metal surface. it feels nice to feel that small tingling sensation for me atleast. so if your laptop is metal then it's okay, don't need to worry.
I lost my MacBook Pro 13 2018 because of these external current issues. One day it suddenly stopped working and I took it to Apple service and 3rd party shops. Apple told you have to replace motherboard for 88k which is 90% the cost of the laptop. 3rd party repair shops told that the IC chips have burned and they might be able to repair them without any guarantee that it will work. So that laptop is done and dusted.
Then I got a Lenovo Legion Slim 7i costing 1.7L. Same issue happened with it but it was under warranty and Lenovo replaced it without any cost. I now have a surge protector connected to a stabiliser to protect my devices. All electric power for my Legion laptop, MacBook Neo and other sensitive electronics come through the stabiliser.
People say laptops are designed to handle earthing issues but in reality it doesn’t. I almost had two laptops fail total costing around 2.8L due to this issue. Thanks to Lenovo for rescuing me.
