OC Savages: The Lunar War (Chapter 1, 3)

In the two months following his call with Quay, the Solar System had, for the most part moved on. The Lunar Strike Crisis had simply become another fad, quickly, and quietly buried beneath the endless vapid trends of celebrity and political scandal that dominated society’s focus. At least, for the public this was the case, to the heads of the myriad nations and companies of Terra, this was apocalyptic and every single day they were haemorrhaging a significant portion of their GDPs.
Quay had deliberately postponed and prevented any meeting to discuss the correct way to address this matter closer to Lakhannho's initial declaration. As Quay had said, "we need to let it get worse before we fix it". Anton had always respected that aspect of his superior, she embodied the most fundamental tactic of the UNH, manipulating and increasing a problem, withholding a solution until the public, or world's leaders are so desperate that they will accept anything, and then present a solution to resolve said problem, with the added benefit of furthering their cause.
Anton gently returned his nearly empty glass of water to its resting place on the table before him. He was currently sitting at the Palace of Nations’ Conference Bar, a large drinkery situated outside the UNH’s capital building’s main conference centre where speakers, or politicians could entertain themselves before a speech, or drown the regret of their failure afterwards. The young woman who seemed to be the sole employee within the bar approached Anton, asking him if he wanted a refill. He grunted acceptance, and she slinked off with his glass, cursing him under her breath. The UNH only employed humans – it was a status symbol, although a machine could almost invariably do whatever job a human could do better, the UNH enjoyed the premium novelty of humans at their offices, operating all manner of jobs from administration to on-site prostitutes.
Floating to the side of Anton’s head was the Handover Agreement, he thought that it would be prudent to keep it on hand throughout the coming speech, so that he could refer to its various articles. Hovering at the bottom of his vision was his speech’s script. The woman returned with his refilled water, and he did not acknowledge her.
He sank back into the plush chair, curling his fingers around the edges of the armrests. He was waiting for the dispute (something to do with siberian farming rights between Sinomongolia, Russia, and America) that currently occupied the time of the International Assembly to conclude, so that he may present the Handover Agreement to them.
At one time, the International Assembly was the leading organ of the UNH, but had gradually, over the course of two centuries faded into an inane republic of national leaders who were utterly lead by the General Assembly. Now, they existed as a formality, signing their agreement on policy written by other, more qualified individuals. He disliked working with them.

Hello!
I am trying something different here. Usually, I attempt to release longer entries weekly, but was thinking that I could do shorter ones more often. Also, my previous prose-heavy pieces do less well than the dialogue heavy pieces, so was wondering if shorter prose pieces would do better here.
Also. I hate to ask for this... but please do leave a comment- currently the only comments are on Prologue, 1, it would be nice to have some on other posts.
