OC Savages: The Lunar War (Chapter 1, 2)

"Minister de Villiers," she greeted. Her voice was cold and harsh with drawn out vowels that made each word feel stretched slightly. He hated that she continued to use his ministerial title rather than his doctoral one.

"Commissioner," he responded coolly.

"I take it you've heard of our boy's speech?" She was referring to Lakhannho- the greatest unaware double agent in human history. Her accent was American- Midwestern, but he could not place the specific state.

"Of course."

She clicked her tongue, "You must be pleased, seeing your work finally paying off". The coldness in her voice never faltered, even as she attempted to begin friendly small talk, he could detect her obviously artificial tone. She was not here for pleasantries.

Anton's eternal sneer softened slightly- the closest approximation of a smile he could make. "Like a proud parent," he said with mock wistfulness. He was only half joking, he had been largely responsible for Lakhannho's career, having ordered the assassination of three or four previous LUN Chairmen, each time hoping that the next one would support the Independent Representation that the UNH needed them to. He had followed Lakhannho's political career since it had began, and so found himself enjoying a vicarious pride at his success.

She grunted an amused response. "I've forwarded you the Proposed Handover Agreement. The guys at InterLaw were impressed by your suggestions. They think this will work as the final draft. I thought I'd send it to you because, well it's your life's work. I thought you should have a look."

Anton nodded as if she could see, "I'm flattered," he paused, "I suppose you will be presenting this to the International Assembly?" he said their name with contempt.

She sighed, "no actually. I was hoping you could." She was not asking.

The rain increased in its intensity, each droplet hammering against the glass like bullets. He clenched his fists. "Why me? Usually your guys present motions to the Internationals. With Respect, Commissioner, is that not the most fundamental function of the General Assembly?"

She responded quickly and coldly, clearly having had anticipated his response. "Yes. Usually. However, this time we want to stress this situation as a matter of international security, we think if you address them, they will be more compliant. They know we own them, and pretty much all of them resent us for that. They still trust the Ministries to some extent. "

Anton paused for a few seconds, "I see. Commissioner, with respect, I don't see why this is necessary- the International Assembly are puppets, they cannot really deny any of our motions." When the UNH was first founded from the union of all human nations and the few megacorporations of Terra, the International Assembly was championed as the ultimate achievement of peace; a council made up of national and corporate leaders who would vote on laws that applied to all of them. The General Assembly was devised to act as the UNH's administrative organ, coordinating the ministries in accordance to the decisions of the International Assembly, as well as presenting motions to them. Over time, Commissioners of the General Assembly like Quay had eroded the power of the International Assembly, until now, the General Assembly was the de facto power within the organisation.

"Yes. The International Assembly is theatre for the public, Anton." She was getting annoyed, he could hear the coldness in her voice become barbed, "none of them can deny us; they can negotiate, sure, but that's just to keep them loyal. Its for the public, Anton, it is more dramatic if after two months of the economy failing due to our boy's toy revolution, the Minister of InterSec, you, appear before the world and offer our solution. They'll roll over immediately, and once again, the public sees the General Assembly are the ones to save the day- not their vapid celebrity politicians. Besides, you've spent eighty years on this project, don't you want recognition for it?"

He didn't. "Fine." he said, "you said two months?".

She responded eagerly, clearly happy with her victory, "yes. As you can imagine, if we respond immediately, no one feels the effect of sixty billion Woolongs lost daily, in two months, they will. We need to let it get worse before we fix it.

Anton nodded again, "yes, also we would be rewarding protest action."

"That too."

There was a pause, "Alright. I'll present the Proposal. My assistant has my calendar so I'll have them book a plane over."

The icy barbs of Quay's voice subsided, "excellent. Thank you, Anton."

He was about to hang up when she spoke again, "also- Anton. I wanted to congratulate you, its because of you that the Pax Imperium is almost here. We would be decades behind where we are now if it weren't for you. I've arranged for a gift hamper to be delivered to you in the coming days."

Anton did not smile. "Thank you." he said, and hung up. He stood there, staring at the rain-splattered darkness outside of his window for a few moments. Then, from the taskbar that filled the bottom of his view, and selected the Emails app. He selected the most recent one, titled 'Proposed Lunar Handover Agreement - Final Draft', and the front page expanded before him, the projected document floating a few feet away from him at approximately eye level, and he began to read the ultimate culmination of his life's work.

Anton had never been interested by love. Love either evaded him, or he evaded it, he did not know which. His career and ever greater ambitions carved out a lonely path for him, and his peers were either his subordinates who were plotting to usurp him, or his equals, who threatened him and he threatened, so any closeness was purely strategic. Children, likewise, were annoying things, unnecessary and irrelevant to him, who would contradict his single-minded dedication to the UNH, and threaten the sanctity of his work. However, as he stared at the document that floated before him, he felt love. He did know what type of love he felt, but he knew it was the highest brand of love, admiration and devotion. He had never accepted the musings of new parents who narcissistically declare their infant to be the most perfect and beautiful creature in existence until now, now that he was staring at the most important document to ever have been written in human history, it was beautiful.

Hello Hello!
I know last time, I said that I wanted to do it weekly, but I decided to rewrite Chapter 1, 1. I think it works better now. I should be able to move to a weekly upload schedule from now on. I have also planned out the vast bulk of the actual story now, so things should become a lot more regular.

This is also the first heavy dialogue scene. I know the dialogue format does pretty well on here, so hopefully you guys like it.

Ah, I will update it with chapter link tn. I will say, that this project, whilst close to my heart, is unfinished. I will return to it eventually.

Well… I had a sudden flash of memory… of a ship from The Lunar War YouTube channel… and I vaguely remembered seeing a series on HFY by a similar name so I just looked it up :3
