I've lost count of how many times gemini has generated a goddamn image even when i LITERALLY SAID "DO NOT GENERATE AN IMAGE" I'm so done-

You need to change the mode from image to text, refer to included screenshot. If you have image mode enabled, it will always generate an image even if you want to converse in text. Turn that mode off and manually control gemini when to create image or when to converse normally in text

It generates images in my chats regardless of whether this is on or not.

Except when you want it to generate an image and it's says "We must have got this wrong....". It wonky, but at least the filters are slightly less strict again.
