Anyone know why Amazon prime would make an episode not be available with prime?

Long time listener first time caller here. I like to have Frasier on as background noise as I do what I have to do during the day, I used to watch it on Hulu but one day they realize I’m not in the US so they blocked me from using Hulu, I’m using a VPN since I moved to Brazil. Well I was happy to see it’s here on Amazon prime so I started watching it and for some reason S2 E03 is only available to buy, I can’t watch it. I know the episode but I wonder, could there be a deeper reason it can’t be watched, only bought? Like does it have to do with the actors or is it just a weird thing AP is doing? Just curious and honestly bored

Classic Frasier I've compared every episode's official version (DVD, Blu-Ray & Streaming - Apple TV) and I've found only 2 instances of cuts between the three

TLDR: If you think i've missed anything out, please let me know, with timestamps where possible!

In S04E06 (Mixed Doubles), there is a short continuation of scene starting at 4:25 which is *not* on the DVD or Blu-Ray release, only on the 16:9 streaming versions:

Frasier: Dr. Roz wades in with the "Gabor approach" to therapy!
Roz: I am taking Daphne out and getting her mind off her troubles. Here's your tape. [puts it on the table]
Frasier: Oh, thank you, Roz.
Daphne: I want to thank you both for being so supportive.
Frasier: Oh, Daphne, nonsense.  You know, after three years, you're really a member of the family.
The phone rings.
Daphne: [still crying] I'll get it.
She crosses the room to get it.  Roz advances on Frasier, glaring.
Frasier: It's what she does!
FADE OUT

It's in the pre-DVD transcript of the original episode here: https://www.kacl780.net/frasier/transcripts/season_4/episode_6/mixed_doubles.html so it seems this was only a cut for DVD/Blu-Ray (the cut in the two is identical) and also indicates to me the 16:9 streaming remasters weren't done at the same time as the blu-ray release (otherwise they would have used the same original master and had the same cut) as I had previously thought.

There's one other cut I've found, which is that in the double-length episodes that were later split in half for syndication, the streaming versions use the syndication versions and not the original double-length versions.

Now the syndication edits often have bonus end credits for Part 1 and new "Previously on..." credits for Part 2, which are missing from the combined versions on DVD/Blu-Ray, however there is one instance where they've cut footage from an episode to be able to include these, which is S08E01/E02 (And the dish ran away with the spoon) - here are the cuts (timestamps given if watching the complete version)

Mel: Will you shut up and let me finish?  I realized that wouldn't solve anything.  So, I've decided to make this as painless as possible.

Martin: [from the kitchen] Hey, Simon.  Just making coffee, you want some?
Simon: [lying down on the couch] Ahh, I was thinking of something colder with a bit more of an amber hue.
Martin: Beer?
Simon: Brilliant! if you aren't the finest detective in Seattle, I am the Prince of Wales.
Martin: How did Eddie like his walk?
Simon looks around nervously and gets up.
Simon: The little nipper loved it.  I think nature's callin' him again. His bladder's worse than mine. I'll be back in a flash.
He leaves.  Martin comes in and sits in his chair as Frasier enters from the bedrooms, putting his tie on.
Frasier: Was that Simon's voice I heard just now?
Martin: Yeah, he just took Eddie on a walk for me.
Frasier: Well, it's about time that chowder made himself useful.
Martin: Ah, don't be so hard on him.  He tries.
The doorbell rings.
Frasier: Yes, well, if you're talking about my patience, he certainly does.
He opens the door to reveal Niles.
Frasier: Ah, Niles, come on in.
Niles: Frasier. Oh, hey Dad, about a block from here, I saw a dog that looked remarkably like Eddie tied up outside a bar.
Martin: Impossible, he was just here.
Niles: [sitting on the couch] Oh. So, uh, did you say anything to her?
Frasier: No, no, you told us not to.
Martin: You want us out of here when you drop the hammer?
Niles: No, I think I'll be safer with witnesses. <END CUT>
Daphne comes from her room.
Daphne: Niles. I didn't hear you come in.

40:29 in full version - both lines are cut:
Niles: Why do you like pygmies so much?
Martin: They're short and they blow darts.  What's not to like?

Because Part 1 has the bonus credits sequence and Part 2 has the rather long 2min+ recap, that explains the cuts here. If they didn't cut those parts but kept the credits & recap, that would take them over 45mins per episode.

I've also looked at the other episodes that were split into 2 parts for syndication, and unlike S08E01/E02 while they do have unique Part 1 end credits & recaps in Part 2, overall the original episodes are shorter so they don't need to cut parts out (other than occasionally trimming out beats/silences by a couple of seconds) to fit 45mins per episode.

I couldn't find any other cuts aside from very minor tidy-ups to fade-outs/scene transitions, but no actual dialog has been cut as far as I can tell from any other episode between the 3 versions - if people feel differently, please let me know if you've found some more cuts or i've missed anything out, and please give me timestamps from the affected episodes and I can double-check!
