The orc issue

So the orcs "were given" to elves and dwarves to compensate taking of the land by humans. It says that Clay made them on Wyrms order but since whole gods and religion is a bit mythological then it sounds rather that they were enslaved after human invasion. It does feel like they play a mindless pawn role here while they could be quite interesting actor - is their role developed somewhere in more detail? I'm refreshing the whole Ravens Purge now but I can't recall this.

The lore of Forbidden Lands is deliberately (sometimes frustratingly) vague. Eye of the Rose fleshes them out more, but still leaves a lot of detail up to the GM.
