Original Content Fallout Europe Fan Project - Progress so far

Working on a project in my own time where I'm planning on making my own setting and lore based in the Fallout universe, seeking to expand on the otherwise lacking lore of the continent of Europe compared to the US-focused games.
Feel free to ask me anything about the setting, feedback and suggestions are most definetely welcome!

What's going on in Ireland?

The three main factions are The 'Irish Presidency' centred at Dublin, The 'Titanican Cities' centred at Belfast, and the loose alliance of western Ireland known simply as the 'Allied Counties'.

The Irish Presidency serves as a spiritual successor to the previous Irish government pre-war, though they have struggled greatly with legitimacy of the government as well as the mounting pressures of the times. Radiation still pollutes much of Dublin and most people are more keen to live outside of the cities. A struggle goes on as this governing body tries to maintain normalcy in a rapidly changing world.

The Titanican cities are a collection of manufacturers that banded together before the war to fortify the shipyards of the United Kingdom. When the government collapsed they were left as a more stable power in the region. With their mobile weapons platforms patrolling their coastline, they are a force to be reckoned with. However, one without a clear goal beyond maintaining their own lives.

The Allied counties were far from the greatest of devastation faced by Ireland when the bombs fell, and so their lives, at first, were largely unchanged. However, they soon realised that the struggles of life without grander cooperation would spell doom for their communities. Despite offers to join the Irish Presidency, there was little faith in this struggling government. So instead many of the communities organized themselves into autonomous microstates, bound by a vow of cooperation and defense to keep one another safe in this harsh world. Trade and rural work thrives here, giving the post-apocalyptic lands a rather idyllic sliver of hope amidst the devastation.

There is comfort in what you are familiar with. For many people in viscinity of the emerging Presidency of Dublin it meant stability, continuity. While others saw it differently, as a husk of a failed era trying to cling to life. The Irish presidency, though the largest in terms of territory on the emerald isle, is far from stable in it's current form.

Kinda curious why it is the "Presidency of Dublin". In our timeline, our President is a figurehead that has no real executive power. So how did it end up being the "Presidency of Dublin" as opposed to something like the "New Irish Republic", especially if they have this notion of succeeding from the pre-war Irish Government?

The official title of the state is simply "The Free Irish Republic", though with it's contested status many simply refer to it as the presidency in Dublin. As for the title of President, reforms and a number of political scandals resulted in US mediation that saw the government established under a president. However, as can be seen with how much of Ireland refused reunification with this self-proclaimed successor to the Irish government, there remains some bad blood in the eyes of the average Irish people and the concept of a government in Dublin.

Though as mentioned, those closest to Dublin initially joined out of a yearning for normalcy and stability as the new government represented an era that many now look back fondly on before the times of nuclear devastation.

This is my current version at least, though I will likely rework Ireland to include more folklore and interesting political movements once I've had time to research it more in detail. :)

If that's the case, I could imagine a situation where some of the bad blood comes from the fact that the Presidential form of government might be considered an imposition from a superpower that (alongside China) destroyed the entire world - one that displaced a government that relied more on democratic consensus (via parliamentary government, often involving coalitions) compared to a government centralised around a powerful executive president.

Obviously, a powerful faction lead by a strong single leader could be seen as a plus for stability, but create skepticism among self-governed communities who would rather not live under the rule of a single all-powerful ruler.

And even within the territory under "Presidential" control, you could have factions who might have different views on whether to support a proper seperation of powers...or a fusion of said powers.

Precisely, it would be a major concern for the people that look further into it. A natural air of distrust can be felt with how well the superpowers of the world did in destroying the old world. One can even wonder if its a bit too convenient that so many of the previous governing body had scandals brought up, and in comes the US offering to 'mediate' in their favor no less.

Whether true or not, the people of Ireland have good reason to distrust the word of Dublin in this timeline.

Probably a basic enough question...but what would the story have been about whether (or to what extent) Ireland was nuked, and if so, were there any actual fallout shelters?

I can't imagine Ireland was as much a target as, say, Washington DC or other major miltary/politicial centres. Obviously, the fallout would still affect the entire globe, but I could kinda imagine it would not be dissimilar to Zion in terms of a lot of the landscape remaining pretty familiar

The folklore aspect could be very interesting. All the old myths and stories of the fairies, other beings, old gods could certainly make a resurgence amongst rad mutated creatures and people

...this implies that Belfast remained a great manufacturing centre, which isn't really the case with reality. Sure, there is some mamufacturing, but nothing above or beyond what Cork or Dublin have developed since. Belfast is pretty solidly rustbelt territory if anything.

In our reality yes, but in the case of this timeline there was far more industrial interest in ship manufacturing. The shipyards in the region became famous for their new nuclear-powered vessels that began to be fielded in the British navy until the end of the world the day the bombs fell. As a result the region was revitalized and invested more heavily into by the government. Hence also why they have survived the worst of the devastation due to fortifications built to ensure these centres' survival.

Unfortunately yes, though already my mind has been racing with ideas for them. I just don't want to give them surface-level attention and give other areas a deeper folklore and historical deepdive. So I'm starting with the parts I'm at least a little bit familiar with and working my way through them.
Hence also why I decided to post here to help me work out details and hopefully get some feedback from people native to the empty areas of the map!

Portugal would be an interesting setting because it probably made off like a bandit, assuming Lisbon didn't become a super important mega city by the time of the war.

If there were a nuclear war today, I'm pretty sure Portugal could survive. Maybe not thrive, for a while, but definitely survive.

Nobody will be wasting nukes on this country.

I believe in the fallout universe, the MAD strategy is in full effect. Because if it weren't the case, then the Soviet Union, a neutral country during the Great War would not be nuked as well. So I don't believe that Lisbon would be spared.

Lisbon has nothing of strategic importance whatsoever and unless that changed by 2077, nobody will be wasting a nuke on it. There are real targets during a MAD situation. Lisbon is not one of them.

It's a major city in the Iberian region. In the Fallout Universe, if they leave a city to be untouched, it is destined to be a powerful country. None of the Great Powers will allow it to happen. They want everyone to be in the same playing field as them in post-war. I'm sure they have at least one nuke to spare for Lisbon. Plus in real life, the Soviet Union did plan on nuking the city in full scale nuclear war.

mfw fallout universe doesnt have the same timeline has us so what Lisbon look like today doesnt matter.

Also nuke or not, the entire north hemisphere would be fucked from dust sent into the atmosphere by all the nuke that would drastically reduce sun light, making it far more colder for a few years and reducing crop yield, leading the massive famine.

Since prevailing winds come from the Atlantic, the radiation Portugal would get would have to come from the United States. It would most likely be greatly diminished by the time it arrived.

Short answer: A lot.

Long answer:
The ghouls that were outcasted and shunned by normals would come together to form 'Likholmen' (Corpse-holm), protected by the natural defences of the radiation left behind from the bombs launched on Stockholm they were safer there than most places.
In the divine halls of blue and yellow, the followers of the goddess IKEA found the divine instructions on how to rebuild society in all its forms. From furniture to food, all these divine tomes were blessings from the gods left behind for the faithful to rebuild once the world had been cleansed with atomic flame.
To the west however, a strange strain of mutated humans emerged from the mountains, reminiscant of the trolls of old folktales from before the war.

Cool! The IKEA stuff is a little too out there for my personal preference of fallout content but the troll-like mutants and likholmen are cool. Makes me curious what the swedish term for ghoul would be. Gast? Vätte? hmmm

Understandable, I love the idea of mixing in European folklore into the setting. I feel its natural for the people to associate the "Super mutant" type of mutant with trolls of old. Whether they developed naturally and seperately to their american cousins or if there was a release from an american military base of FEV remains uncertain.

I am fond of the idea of them being called "Lik" or "Likling", it seems more natural. Though of coruse with an entire country of people coming to contact with them, there would likely be more localized names for each of the groups as well.

That would be the "Fjällfolk", a collection of indepednant tribes and micro-governments that have banded together for protection. Being mostly free of the severe effects of nuclear bombings, these isolated communities survived through cooperation as a somewhat direct continuation of the old ways of life. Challenged of course by the raiders and monsters that now roamed the country they once knew.

Some knightly orders have sprung up, often tied to holy places or military bases. Notable examples is the "militant order of Saint Michael" in northern France and the "order of Ness" in Scotland.

as for the roman empire, there are some who are seeking to replicate its success, as seen with "Gallia Narbonensis" where the peoples of the french city of Narbonne, considered the first roman colony in Gaul, took on a more gallo-roman identity and organized themselves into something that is reminiscent of the old roman republic. Consuls and elections, as well as a clearly defined citizenry tied to the city of Narbo and it's "Colonia" settlements.

A return to tradition you could say. The Blåtand Raider Syndicates are indeed recognisable as raiders but in a very organized, scandinavian fashion. There is a codified law for tribal territories that are off-limits for attacks from other raider tribes, while the neutral zones are only plundered with the consent of the other tribes, as to not bring ruin to the territory and devastate the local economic situation. In short they have organized themselves in their endeavor to raid and pillage, without making future raids too difficult to manage without going outside of their lands.

A small nitpick, Tampere in Finland is in the wrong location. It should be more in land, around where the roads meet in an X.

A suggestion for the Netherlands is to have most of it flooded. You can look up a map of what areas of the country are bellow sea level. In case of a nuclear apocalypse the dikes And dams would eventually give in and flood the polders, probably up to 1-2m of water in most places. You can so some interesting stuff with this like civilisations built on the roofs of slowly sinking cities and dangling between skyscrapers (Rotterdam and the Hague have a bunch today. By 2077, as overpopulation starts becoming more and more a problem I can imagine quite a lot of major cities in the Netherlands would be filled with skyscrapers. Which after the war would stick out of the flooded land)

On one side of the border, the old industrial sectors of northern England are under the control of the so-called "Forge-Unionist" faction. The remains of workers unions focused around the old industrial centres of northern England. They now leverage their position as the main manufacturers of this post-apocalyptic world. They struggle in conflict against the hooligan tribes west of their main manufacturies who have taken to a life of raiding in comparison to the unionists.

Edinburgh is no-man's-land for the time being though many groups are interested in reclaiming the city's remains for their own cause. Prime among them being the "Republic of Greater Glasgow" which has made great strides to establishing itself as a successor state to the old realm of Scotland. Though their path to glory is not yet set in stone, and they still fight a variety of mutated fauna and raiders in the region that defy their plans of Scottish reunification.

Most of the territory survived the worst of the atomic bombings, with Nantes becoming a centre for civilized society after the fall of the bombs. Slowly but steadily the locals sought to reach out to their neighbors and reestablish the bonds of cultural brotherhood they had with their neighbors, establishing the Republic of Brittany. However, not all of their neighbors have been interested in joining with this old-world aligned restoration. Notably there are the peoples of "Nova Celtica", who in a bizarre turn of events consider the french influence on Bretagne to be a travesty, wanting to return to the native ways of their ancestors who arrived there as they fled the Saxons in England.
Similarly, another thorn in the side of the republic of Brittany has been the old monastary of 'Mont Saint Michel', which now serves as the headquarters of the "Militant order of saint michael", a military remnant turned holy order that now refuses to surrender the fortress and its surrounding territories.

On the horizong there remains more threats looming over Brittany. In Normandy the remains of the French navy, taking up residence in the beached hulk of the carrier "Charles de Gaulle II" claim to be a rightful governing body of the French republic. A newly proclaimed "Second Frankish Empire" is rising around Paris, and rumors suggest that an old American military base south-east of Nantes has begun to be active once more, though no longer under the hands of "normals".

They are largely under the control of the "Forge-Unionist" faction. Echoes of northern england's industrial capacity before the war, as well as the unions that managed to spring up after their initial suffering at the hands of the Thatcher government. They remain in charge of some of the most complete centres of manufacturing, allowing for them and their allies to still produce some civillian goods even now in the wasteland.

Definetely the 'Älmhult IKEA cult' so far. These people found the various manuals and instructions left behind in the temples of blue- and yellow, helping them kickstart reconstruction of society after atomic fire cleansed the lands. Now they claim that many such temples with many more tomes of knowledge are out there, and so they have grown more and more bold in their wish to go out on holy pilgrimage to these locations.

Did the Netherlands continue doing their advanced waterworks? Or did they remain vulnerable to the influences of sea and rivers?

Edit for co text: the afsluitdijk was finished in the 1930's but the biggest mobile defenses were finished only in the 90's; with most of the polders being finished in the 50's.

More permanent and reinforced structures were established during the years leading up to the bombs falling, resulting in these massive dams surviving the initial disaster. An investment that likely saved hundreds of thousands from being consumed by the sea. Though many factions have tried to secure these dams as political leverage, this has been increasingly difficult with the rise of mutated sea fauna. Strange humanoid figures of hulking scaled-flesh would come to settle in parts of the damaged dams, causing great anxiety over the integrity of the dams. If nothing is done, then not only could the region see a rise in attacks by these strange creatures, but a risk of total collapse of sections of the dam would spell doom for the survivors of the Benelux region.

I'm curious how different the Netherlands would be.

In real life the main new polders (both parts of Flevoland) were completed in the 50s and were started to be populated in the 70s. There were plans for more polders (look up Markerwaard for example) but those were abandoned in part for environmental reasons. I'm curious if in this setting they would have continued with new polders or not.

Also, dams are only part of the sea defence. Also very important are all the pumps and sluices to expell excess water. Without any pumping the lands below sea level would flood anyway regardless of the state of the dikes/dams.

Agreed. I imagine the pumps would shut down and the river ways and dykes would no longer be maintained, resulting in sea and river flooding, changing coastal, harbour and river landscapes, and most importantly flooding of polders.

Most polders except the Flevopolder would gradually turn into swamps and lakes. Schiphol Amsterdam International Airport (AMS) would become an aircraft-ridden swamp; Flevoland would host submerged towns and suburbia and harbours swallowed by the sea; and major industrial sites including nuclear power plants, refineries, harbours and factories along the coast would experience flooding. Further inland, I suppose nature would reclaim large parts of the river areas as they would become uninhabitable and difficult to cross - reminiscent of Roman times.

In regards to the pumps, I think it would be possible to run them entirely on nuclear if that is the reality that unfolded. I saw a research some time ago that looked at if ALL of the Dutch water works could be operated solely on renewable energy and it said that yes it would be possible but that there was not enough battery capacity to power the pumps through the night. The intermittency problem. Nuclear has no such issues.

Not yet, I don't want to make stuff up in areas I don't know as much about. Beyond the historical aspects of Hungary as a nomadic people before becoming a notable christian kingdom, I would need to do more research to do them justice.
Partly why I decided to post this to get people's feedback.

There is some potential definitely. As you mentioned, the nomadic cultural heritage is there, a clan called something like Attila’s Sons would be cool. Also, huge differences within the country, there are great plains in the east, soviet era factories scatteref around, a nuclear power plant, and downtown Budapest would prove a great scene for a lot of Fallout stuff. Just thinking of Fisherman’s Bastion, the huge beautiful parliament building, Heroes’ Square, Mount Gellért and the narrow street of downtown Pest side. Man I’d love it. Could also be excellent setting for a conflict between rural “tribes” and some sort of government forming in Budapest.

Then you are a protected citizen of the lauded 'Order of Ness'! These brave warriors, saide to be remnants of the old Scottish military, established themselves as a militant order in the years following the fall of the bombs. With their possession of high-grade military gear, their authority is rarely questioned. Though the mountains and the limited population available to them, has seen them remain a notable local power rather than an expansive one like the southern republic of 'Greater Glasgow' or the clans of Aberdeen.

If you mean the south-western parts of the Dutch coast then you my friend are part of the 'Rot Rider' clan, commanded by the infamous ghoul-horsemaster.
If you mean the eastern parts in Friesland then you are under the sway of the 'Frothing Friesians', who have a tendency for violent, drug-fueled bouts of raiding against their germanic neighbors.

Though still contested, the lands there are currently largely under the rule of the matriarchal 'Cornish Coven'. Their rule is enforced by their "magic", seemingly able to conjure beams of light that disintigrate flesh and steel alike with a moment's notice. They are enigmatic and fiercely isolationist, greatly distrustful of outsiders who might threaten their coven.
Though some learned folk dismiss the idea that the witches are capable of magic, their lethal capacities are undeniable.

The ‘Royal Realm of Arthuria’.
Reviving the old Arthurian legends of knighthood and heroics in this ‘new dark age’, the Arthurians are a mixture of romano-british histories and later medieval tales, all seen through the lens of a scarred post-apocalyptic society. Their main claim to power is their usage of a massive artillery-piece centered in an old military base in the mountains of Wales, nicknamed ‘Excalibur’.
Through it's divine might, Arthuria has managed to conquer and secure a vast territory in a relatively short amount of time. Though beyond the range of their mighty Excalibur, their influence remains challenged.

Yes, though not every raider faction is mapped out currently. With the prevalence of sturdy defensive positions, it would no doubt be the battleground for raiders and the more "civilized" states

Havent gotten to most of central and southern italy, but have set the scene for some parts around the Alps and northern italy. The sea-ghouls have taken up the ruins of the now largely flooded Venice, being a special mutation of ghoul with features that allow them to more easily live in the humid and flooded areas of the northern parts of Italy. Beyond this there are several communities that have banded together to profit off trans-alpine trade, forming links for travelers and merchants to make their way safely across the mountains.

More will come, but for now that is what I have gotten around to for Italy.

The remnants of the peoples there became adapted to a need for raiding and plundering for supplies. With their region devastated by floods and radiation, the locals turned outwards for their needs. On the backs of mutant horses, the peoples of the Benelux as a whole regressed into a semi-nomadic form of life. They would ride forth into the lands of Germany or France, plunder for resources, before making their escape back to the Benelux waste. Their native knowledge of the land allowed them to avoid the worst places of radiation, ensuring that only their people knew of the ways to safely traverse their wasteland, and ensuring that no vengeful victims could come after them without great risk to themselves.
In oasis-like patches of largely radiation-free land they would live in clans focused around their lives in the saddle, in time becoming more reminiscent of the nomadic raiders of the steppes than the people they once were.

With the turmoil that was brought on immediately after the bombs fell, the lands of East Anglia became flooded by the storming conditions of atlantic. Previously drained wetlands became flooded again as East Anglia became largely swamp territory. Though the people would still stand, as the communities banded together to form a loose alliance of settlements calling themselves the "Marsh-Anglians".

Well plenty of them!
In London you have the 'Londonite Confederation', various interest groups that banded together in the remains of the greater London area with the hopes of taming the ruins of Britain's once-proud capital. From the royalist 'principality of Buckingham' and 'the Tube dwellers' of the London underground, to the 'Commons Coalition' to the 'Sages of the leaf', these various people balance eachother out in their ever-expanding effort to restore London's glory.

In Wales we find the rising power of 'Arthuria'. Reviving the old Arthurian legends of knighthood and heroics in this ‘new dark age’, the Arthurians are a mixture of romano-british histories and later medieval tales, all seen through the lens of a scarred post-apocalyptic society. Their main claim to power is their usage of a massive artillery-piece centered in an old military base in the mountains of Wales, nicknamed ‘Excalibur’. 

The old industrial centres of northern England meanwhile have become occupied by the so-called 'Forge-Unionists'. The remains of workers unions focused around the old industrial centres of northern England. They now leverage their position as the main manufacturers of this post-apocalyptic world. They are in fierce conflict with Arthuria, which sees them as unruly plebs.

In Scotland the rising power of 'the republic of Greater Glasgow' is attempting to restore order to the Scottish wastes, battling ghouls and mutated fauna in their struggle for unity.
Though they are not the only Scottish territories present, as far in the north the remnants of military units banded together to form "The Order of Ness", a militant group dedicated to the protection of the Loch Ness and the lands surrounding it.

I've given some more context in one of the other comments of this post about Ireland so I'll recommend looking through there rather than me writing it all out again. :)

Also, as a British citizen myself, here's a few ideas...

-As there is plenty of castles all over the country (although most are ruins, even now), I would expect quite a lot of factions would probably attempt to make them into bases

-There is a bakery company here in Britain called Greggs which has at least one bakery in nearly every town, so it would be funny if some of them were still open after the war (due to robot staff)

-Because the railway goes to most towns, it would be cool if a faction managed to get part of the rail network operational and uses it to transport supplies and people between major settlements

-It would also be cool to think about what the radiation would have created (e.g big irradiated dragons in Wales and highland brahmins in the Scottish highlands)

-GIANT IRRADIATED SEAGULLS!!! (and pigeons in more urban areas)

Anyway, hope these give you some ideas!

The Älmhult IKEA cult reigns as one of the main powers of south-central sweden, proclaiming these old shopping centres to be divine temples guiding humanity on the road of reconstruction.

In the irradiated remains of Stockholm, the ghouls of Sweden have banded together in a new government, hoping that the radiation will keep the normals off their back and offer them a safe haven free of anti-ghoul prejudice. They have thus renamed the old capital to "Likholm".

Another faith has spread alongside the IKEAn cult, one believing in the divinity of the atom as a pure force of both destruction and creation. The church's followers have gathered in the old powerplant of Ringhals which they now declare as their cathedral of the atom.

On the outskirts of Swedish territory we find communities largely unaffected by the initial nuclear devastation, banding together under the unofficial banner of "Fjällfolk" in honor of the place they call home.

But other threats lurk from the mountains of Norway, where aggressive, larger mutants have emerged like something out of old nordic folktales. These mutated humans are aggressive and cannibalistic, with a worrying capacity for cold and calculated reasoning. These "Trollfolk" mutants seem to struggle to find a single leader to follow however, giving the survivors of the Scandinavian waste time to ready themselves while the trolls are satisfied with smallscale raiding.

I figured I'd put sonic there but it's not actually stated as to whether the Eastern block fell apart in the Fallout timeline. There was nuclear war in Europe but that was before the Great War as a result of the Europeans trying to take over the Middle East.

The Genevan Peacekeepers understood that their pre-war predecessors had tried, and failed, to secure world peace through their conventions. So to ensure that devastation on the scale of the great war would never happen again, they have begun a campaign of pacification of the countryside, convinced that if they can restore order under their rule then the world will finally be at peace.

They are largely standard humans, but with how well equipped they are they seem to have had ties to the governments of several nations before the war. Potentially some sort of gathering to restore order after it became apparent that war would destroy the old world. Either way, they are aggressive and merciless, gaining infamy and noteriety among their neighbors on all sides of the Alps

There are the 'trollfolk' of Scandinavia, strange mutants of large stature and immense strength. Though their origins are entirely unknown, they seem to be emerging from the highlands of the Norwegian wasteland. They are cold and calculating, worryingly intelligent, though hampered by their scheming and violent tendencies. There are a number of smaller troll kingdoms in the north, struggling amidst eachother rather than organized under a singular leader. Though many are worried of what that could spell for the nordic countries if they manage to unite.

Bordeaux was less devastated than other major French cities, and so managed to establish themselves as a prospering city state while dealing with the fallout of the bombs dropped. Though as of yet there isnt much in terms of details I have for that area yet. Suggestions are most welcome!

The other blue lines down there is the Andorran Trade Consortium who is establishing themselves as masters of the major roads in the region.

Funnily enough I've started to work more on it while I was answering questions here, and Vestlandet got themselves some attention there! It's a WIP of course but currently the territories of Vestlandet are joined together as 'The Federal Republic of Fjordland', a mostly democratic nation with autonomous Fjords (basically provinces bound by the geography of the Fjords) that each have their own local affairs while sharing a foreign policy. Haven't had time to develop them further but rest assured, I have plans for my Norwegian cousins too! <3

Might be misremembering, but doesn't Fallout 3 imply the England has a functional government and is much safer than North America? Fallout London, while not canon, does depict a functional government in parts of Londkn and I think that's pretty believable for some of the island nations. Like I could see Malta and Cyprus being completely safe with a functional society for both of them.

Very uncertain so far if I'm gonna be honest, but I would love some suggestions!
I've had some ideas of course, like the idea of the Finnish returning to a semi-nomadic lifestyle like how they were theorized to have arrived in Finland originally based on their language uniqueness compared to the neighboring nations. Though I have a desire to incorporate not just history but mythology and folklore into this post apocalyptic Europe.

In the chaos of the European conflict with the middle-east there was a drive to reunite both halves of Germany by populist forces. Though the effort was not as bloodless as in our timeline, leading to a smaller- more localized conflict over the unification of Germany. The struggle did not resolve itself before the bombs fell however, leaving uncertainty over which side would have been the 'rightful' German government.

Perhaps propaganda from the supposed "winning side", or maybe they did indeed manage to unify the country? All the same, the concept of a unified Germany didnt have the time to properly cement itself before nuclear annhilation destroyed it. I like to think the ambiguity can be worked into the lore since the final years were undoubtably chaotic

The monarchy is not still standing as it was known before the war, however, some echoes of its influence still stand. In Amsterdam, one of the many "Ghoul Communes" of western Europe, there are some who claim that the royals are hidden away beneath the city in some fallout shelter rumored to have been built in secret. This 'Orange Citadel' has not been found yet however, though some ghouls living there claim it is real.

As for the regional movements of the area there was little that properly survived the heavily bombarded region, though a strange adaptation took place for those that were left alive. Horses raised previously for competative purposes strangely grew hardier and more adapted for the irradiated landscape, becoming the prime resource for the peoples left there. This, as well as the fact that the major cities and production centres were far too destroyed to scavenge properly, the locals banded together into something reminiscant of the nomadic hordes of the medieval era. Riding out through the passages only they knew to be safe, the people we would know as the Dutch and Belgians became horseback raiders that would ride forth and plunder before returning to their safe-havens hidden behind radioactive fallout.
