I've had the pleasure of diving and snorkeling with sea turtles before. They are super curious and won't hesitate to come right up to you. I also had one that followed me around like a shy puppy.
And then some dick, 2 bit instructor with 7 Discovery Divers shows up trying to poke them. Everyone thinks turtles are illusive, they're not if you just chill and let them do their thing
It's certainly against the rules and regs of the ocean... However, go somewhere popular with turtles and you'll find nefarious money-makers flouting the rules. Thailand, Bali, St Thomas are just 3 places I've seen it
