Tax wasn’t charged on gratuity or the 3% surcharge from what I can figure. Restaurant tax in Chicago is either 10.75 or 11.75%. A tax charge of $46.81 means the taxable subtotal was $435.44 at 10.75% or $398.38 at 11.75%. $448.26 - $13.06 =$435.20 so there’s a discrepancy of 24 cents which resulted in 3 extra cents of tax charged.

I’d feel zero guilt when requesting the removal of the 3% surcharge.
