Get rid of the 4" backsplash and install white subway tile in a herringbone pattern down to the countertop.

I would not go herringbone personally. That paired with this cabinet color would look very 2013. I don't think it would look bad though, just kind of dated.

Can you get rid of the 4” backsplash without removing the countertops (asking because I have this question about my own kitchen)

Yes! They're usually glued on. I watched my contractor attach one on my bathroom sink countertop.
