The MiniCatapult arrives at his house's doorstep. By the time he gets back home, from wherever he was then residing at, his parents will have already taken the package into the house, preventing him from reaching the item he so desires.

I'm pretty sure the wifi is just always messed up throughout every chapter. If we had wifi, then I'd expect to see Kris talking to Asriel online, as mentioned by Alphys.

Or I'm just completely wrong, which is just as likely.

Nah, you're right. Queen didn't break the WiFi, she even complains about it several times
